Disaster may be defined as “an event, concentrated in time and space, which threatens a society or a relatively self sufficient sub division of a society with major unwanted consequences as a result of the collapse of precautions which had hitherto been culturally accepted” (Turner, 1976). Hazard and disaster are closely related. “... A hazard is a natural event while the disaster is its consequence. A hazard is a perceived natural event which threatens both life and property.... a disaster is the realization of this hazard....” (John Whittow, Disaster, 1980).
